Pursuant to Clause 24.2 of Article 24 of the Law on the Government of Mongolia, to Clause 13.5 of Article 13 of the Law on Higher Education is hereby RESOLVED to:

1. Approve “General Requirements for teaching staff of higher education institutions” attached in the Appendix.  

2.  Assign Rectors of higher education institutions to approve and adhere Requirements for teaching staff in compliance with the General Requirements. 

3. Assign the Higher Education Department /G.Batnemekh/ and the Science and Technology Department /S.Munkhbat/ to monitor implementation of this Order.

GENERAL REQUIREMENTS FOR TEACHING STAFF

OF HIGHER EDUCATION INSTITUTIONS

 

ONE.GENERAL PROVISION

1.1. This general requirement shall able applied to regulate matters related to selection of higher education institution teaching staff, determination of their position ranking and continuous development of knowledge and skills of teaching staff.

1.2. This general requirement shall be complied with the Law on Education, the Law on Higher Education, the Law on Labor and other related laws and regulations.

1.3.  Teaching staff of higher education institution (hereinafter referred to as “faculty member”) shall adhere the following principles in their activities:

            1.3.1. ensure justice, freedom and equality;

            1.3.2. respect national culture and traditions;

            1.3.3. respect human rights and freedom

            1.3.4. obey the laws;

            1.3.5. provide accessible and prompt information;

1.3.6. be independent;

                        1.3.7. keep confidentiality;

                        1.3.8 compete fairly.

 

TWO.QUALIFICATION REQUIREMENTS FOR FACULTY MEMBER

            2.1. Values of faculty member are to respect human rights, freedom, values and dignity, seek the truth, be honest and integrous, obey the laws, respect history, culture, tradition and ethics, possess psychological maturity to cherish and be humane, be scientific, adhere professional and research ethics.

            2.2. Faculty member should demonstrate capabilities embodied in knowledge, skills, maturity, attitude and ethics. 

            2.3. Faculty member should possess the following knowledge:

                        2.3.1. academic and professional knowledge;

                        2.3.2. knowledge of teaching and learning methods;

                        2.3.3. scientifically based research and analytical knowledge;

                        2.3.4. knowledge of society, culture and law;

                        2.3.5. knowledge of sustainable development;

                        2.3.6. knowledge of information communication technology;

                        2.3.7. knowledge of foreign language;

                        2.3.8. knowledge of training quality assurance.

            2.4. Faculty member should possess skills to guide students, work in team, control his/her actions and emotions, do systematic analysis, take a comprehensive look at any problem, communicate in native and foreign language, study continuously and use information technology.

            2.5. Faculty member shall constantly improve the following actions in relation to planning, implementation, evaluation and enhancement of curriculum.

            2.5.1. plan, implement, evaluate and improve curriculum;

            2.5.2. create student-centered learning environment, implement actively effective teaching and learning methods;

            2.5.3. use advanced information and communication technologies in training;

            2.5.4. assess knowledge, skills, learning methods, learning achievement of students and provide methodological advice;

            2.5.5. support and guide learning progress of students;

            2.5.6. assess own and others teaching outcomes, continuously improve training based on evidences;

            2.5.7. be open and creative to educational innovations, continuously develop professional knowledge in field of teaching subject and its teaching methodology through participation in projects and programs.

            2.6. Contributions of faculty member to development of research sector and creation of innovations, as:

            2.6.1. carry out research work without any conflict of interest and interference;

            2.6.2. carry out cross-sectoral research to solve social issues;

            2.6.3. develop, lead, participate and implement research project and program at professional level in field of study;

            2.6.4. carry out research to introduce its outcomes in production and service and create innovations;

            2.6.5. take initiative to apply results of own research into training and economic circulation;

            2.6.6. advocate and disseminate research results and scientific information to public.

            2.6.7. supervise research works of young scientists and doctoral program students.

            2.6.8. participate in discussion and review activities of research work, contribute in maintaining quality of research at high level.

            2.7. Using his/her knowledge, values and skills faculty member shall contribute to development of society and teaching subject:

            2.7.1. lead students to respect history, culture, ethics and tradition, promote gender equality;

            2.7.2. guide and support students to become responsible and ethical professionals;

            2.7.3. prepare theoretical and methodological manuals and information for students and public, provide methodological advice and support, develop open, on-line source for public;

            2.7.4. provide service to society to explain science;

            2.7.5. contribute to introduction and implementation of sustainable development ideas;

            2.7.6. participate in voluntary activities for enlightenment and well-being of society;

            2.7.7. participate in development of state and university level policies and legal documents, take initiative to improve policies and legislation;

            2.7.8. actively participate in activities of professional associations, increase quality and reputation of teaching subject and increase its contribution to society.

THREE. FACULTY MEMBER RANKS AND THEIR REQUIREMENTS

            3.1. Considering quality and results of training and research performed, higher education institution shall employ faculty member under employment contract for position of professor, associate professor, senior lecturer, lecturer and assistant lecturer. 

            3.2. Faculty member who will be employed for position of assistant lecturer besides qualifications specified in Articles 2.2, 2.3, and 2.4 of the general requirements should meet the following qualifications:

            In terms of training:

            3.2.1. develop curriculum for classroom and distance learning, participate in organization of training activities;

            3.2.2. plan lesson activity, learn to methods of organization of training;

3.2.3. participate in learning of activities of students, support and guide development of social responsibility;

3.2.4. participate in activities to plan an develop assessment methods of and tools for students’ assessment;

3.2.5. plan and create proper learning environment, learn methods to work with students;

3.2.6. continuously improve methodological and professional knowledge and skills, actively participate in related trainings and internships.

            In terms of research and innovation:

            3.2.7. read, study and apply in new information on training and theory and methodology of teaching science;

3.2.8. participate in experiments and research works on teaching science;

3.2.9. write and learn to prepare for publishing research articles, work independently;

3.2.10. assist in dissemination of research results;

In terms of professional and social service:

3.2.12. provide professional advice to students and public, participate in activities to support them;

3.2.13. Organize professional, social and public activities for students;

3.2.14. participate in voluntary activities for society and public.

3.3. Faculty member who will be employed for position of lecturer besides qualifications specified in Articles 2.2, 2.3, and 2.4 of the general requirements should meet the following qualifications in terms of training, scientific research and service to society:

3.3.1. develop, implement, assess and improve curriculum;

3.3.2. develop and use appropriate methods to support students in obtaining quality education through training, apply digital technologies in training;

3.3.3. Support and organize conscious learning of students based on educational science;

3.3.4.be innovative and creative at work to improve learning environment, materials and teaching methodology

3.3.5. plan and use optimal approach to assess knowledge and skills of students obtained by curriculum and training, continuously improve internal quality assurance of training;

3.3.6. Analyze progress and results of training activities, identify mistakes and achievements, plan continuously development of professional, educational, theoretical and methodological knowledge and skills.

In terms of research and innovation:

3.3.7. carry out national and sector research at professional level, conduct experiments, evaluate and report;

3.3.8. Support and lead by example assistant lecturers, students to learn research methods;

3.3.9. perform independent and joint research, organize discussions and prepare research publication;

3.3.10. participate in foreign and domestic scientific conferences, disseminate research results;

In terms of professional and social service:

3.3.11. Participate in capacity development activities of people working in field of teaching subject;

3.3.12. organize professional, social and public events for students and teaching staff;

3.3.13. participate actively in organization of educational services to improve knowledge and skills in teaching field;

3.3.14. participate actively in cooperation of professional associations, sector institutions and specialists;

3.3.15. contribute to introduction and implementation of sustainable development ideas;

3.3.16. participate in voluntary activities for enlightenment and well-being of society.

3.4. Faculty member who will be employed for position of senior lecturer besides qualifications specified in Articles 2.2, 2.3, and 2.4 of the general requirements should meet the following qualifications in terms of training, scientific research and service to society:

In terms of training:

3.4.1. implement training at appropriate level required for positions of assistant lecturer and lecturer;

3.4.2. work as a consultant of “assistant lecturer”;

3.4.3. lead training and professional team;

In terms of research and innovation:

3.4.4. implement research and innovation activities at appropriate level required for positions of assistant lecturer and lecturer;

3.4.5. lead and support project team and researchers;

3.4.6. develop project proposal to be implemented at international and national level, compile project documents;

3.4.7. provide implementation of research project;

3.4.8. raise project and program funding, expand foreign and domestic relations and cooperation.

In terms of professional and social service:

3.4.9. organize professional development trainings;

3.4.10. organize educational services to improve knowledge and skills in professional field;

3.4.11. participate in activities to develop rules, regulations, recommendations, standards, methods and methodology in field of work;

3.4.12. actively participate in cooperation of professional associations, sectoral organizations and specialists;

3.4.13. contribute to introduction and implementation of sustainable development ideas;

3.4.14. participate in voluntary activities for enlightenment and well-being of society.

3.5. Faculty member who will be employed for position of associate professor besides qualifications specified in Articles 2.2, 2.3, and 2.4 of the general requirements should meet the following qualifications in terms of training, scientific research and service to society:

In terms of training:

3.5.1. implement training at appropriate level required for positions of assistant lecturer, lecturer and senior lecturer;

3.5.2. cooperate with employers, sectoral and professional associations and partner organizations to improve curriculum and methodology, take leading role in implementation of cooperation;

3.5.3. lead department and colleagues;

3.5.4. cooperate with other departments, foreign and domestic universities to develop interdisciplinary and joint program,

3.5.5. develop policy documents related to training, propose reasonable suggestions for improving training and participate in implementation;

3.5.6. recognize quickly change challenging knowledge, reflect and implement;  

3.5.7. disseminate to others knowledge and skills on teaching and learning methodology, share good experience;

In terms of research and innovation:

3.5.8. implement research and innovation activities at appropriate level required for positions of assistant lecturer, lecturer and senior lecturer;

3.5.9. lead and support project team and researchers;

3.5.10. develop project proposal to be implemented at international and national level, compile project documents;

3.5.11. provide implementation of research project;

3.5.12. raise project and program funding, expand foreign and domestic relations and cooperation.

3.5.13. participate in discussion and review activities of research work, contribute in maintaining quality of research at high level.

In terms of professional and social service:

3.5.14. initiate, develop and organize capacity building training program in within the scope of education and profession;

3.5.15. participate in activities to develop rules, regulations, recommendations, standards, methods and methodology in field of work;

3.5.16. contribute to introduction and implementation of sustainable development ideas;

3.5.17. develop professional research journal, participate in activities of editorial board and professional council;

3.5.18. participate in quality assurance and accreditation activities of sector;

3.5.19. contribute to introduction and implementation of sustainable development ideas;

3.5.20. participate in voluntary activities for enlightenment and well-being of society.

3.6. Faculty member who will be employed for position of professor besides qualifications specified in Articles 2.2, 2.3, and 2.4 of the general requirements should meet the following qualifications in terms of training, scientific research and service to society:

In terms of training:

3.6.1. implement leadership as example to organize training at position of assistant lecturer, lecturer, senior lecturer and associate professor;

3.6.2. improve curriculum through foreign and domestic cooperation, strategic partnership, take initiative to open and implement new curriculum required for further sectoral development, participate in management of activities.

In terms of research and innovation:

3.6.3. implement leadership as example to organize training at position of assistant lecturer, lecturer, senior lecturer and associate professor;

3.6.4. Within the framework to identify problems of professional sector, predict solutions, develop new idea, initiative, concept and organize activities for their implementation at school and national level:

1) propose, initiate, suggest solution and to plan scientifically based research project;

2) identify sources of project funding, establish project team, manage research team;

3) disseminate research results at international and national level, develop research result to create new product, effective service;

4) play leading role in expanding foreign and domestic cooperation in field of research.

In terms of professional and social service:

3.6.5. organize development of rules, regulations, recommendations, standards, methods and methodologies in fields of teaching and research;

3.6.6. analyze and evaluate international, national and professional policies, participate in activities to create and develop innovation,  

3.6.7. initiate, develop and organize capacity building training program in within the scope of education and profession;

3.6.8. participate actively in cooperation of professional associations, sector institutions and specialists;

3.6.9. develop professional research journal, participate in activities of editorial board and professional council;

3.6.10. participate in quality assurance and accreditation activities of sector;

3.6.11. contribute to introduction and implementation of sustainable development ideas;

3.6.12. participate in voluntary activities for enlightenment and well-being of society.

FOUR.RESPONSIBILTIES OF HIGHER EDUCATION INSTITUTIONS IN RELATION TO FACULTY MEMBER REQUIREMENTS

            4.1. Based on this requirement each higher education institution shall develop and adhere requirements for teaching staff tailored to it specifies.

            4.2. Associate professors, professors shall be distinguished from faculty member at teaching position by years of service, quantity and quality of scientific work and by number of publications in foreign scientific journals.

            4.3. Higher education institution shall hire a qualified citizen who meets this requirement and requirement particular higher education institution as a full-time faculty member and execute employment contract.

            4.4. Higher education institution shall select for position of faculty member and award professional ranking to a Mongolian citizen who meets the general and specific requirements, and ethical standards. There will be no discrimination on the basis of nationality, ethnicity, race, sex, social origin, status, wealth, previous job, position, religion, opinion and affiliation to party and other public organization. 

            4.5. Higher education institution shall hire faculty member in 2 ways:

            4.5.1. by selection of a citizen who meets the requirements;

            4.5.2. by hiring highly qualified scientist without any selection.

            4.6. Higher education institution shall organize faculty member selection 1-2 times in one academic year prior commencement of next semester.

            4.7. It is prohibited to employ any person who does not meet the general and specific requirements for each rank.
